Terms of Reference
Purpose:  The Fundraising Committee is responsible for the identification,
cultivation, and solicitation of resources required to successfully
deliver a Free-net service to the citizens of the Halifax Metropolitan
Area.  
 Internal Linkages:  
 -    will depend heavily on the Communications Committee to
          develop public awareness and sympathy for the financial need;
 
-    will require the cooperation and support of the Board of
          Directors to deliver the organization's message to its various
          publics and targets;
 
-    will expect a long-range plan including realistic
          financial estimates from which the D.C. will generate the
          campaign strategies;
 
-    will depend on the technical expertise of the volunteers
          and staff to provide a competent and quality product;
 
-    will cooperate with the volunteer development committee
          to ensure that all community supporters are fully informed as
          to the need and the strategy.
 Major Objectives:  
-    to develop a Capital Campaign for the purposes of
          establishing a permanent fund of support;
-    to operate an Annual Fund program to ensure the
          day-to-day cash flow required and budgeted by the
          organization.
 Terms of Operations:  
     In order to fulfill these requirements, the Development Committee
     will:
  -    have a standing member on the Board of Directors;
  
-    have an ex-officio member on the Public Relations and on
          the Finance committees;
  
-    have a two-tiered structure to develop and manage: i.   a
                    Capital Campaign; ii.  an Annual Fund Program
  
-   recruit the appropriate people for the lead positions on
          all the fund raising campaigns and activities;
  
-    coordinate the involvement of other groups, individuals
          and activities in the organization as they may be required for
          the purposes of development (e.g. the thank you program,
          solicitation of prospects, recruitment of campaign leaders,
          etc.
  
-    present to the Board of Directors an annual plan and
          budget for development activities;
  
-    report as required to the Board of Directors and present
          an annual report of activities and results;
  
-    will operate within the ethical guidelines as perscribed
          by the Ethics Code of the Canadian Society of Fund Raising
          Executives
